Fast Busy Tone

We upgraded the CCM application 5.0 (4) to 5.0 (4a) on the Publisher and Subscriber. After this, the servers were re-started and swithched to the inactive partiton.
After this, we get a fast busy tone whenwe dial external numbers. But, we continue to get incoming calls.
The PSTN gateways are registered with the CCM servers.The mgcp endpoints were re-started, but this did not help.
