(KB950759) - Blocked Internet Explorer

When i install KB950759 my internent explorer 7 stops working, and when i uninstall it it works again.
I have Windows Vista Home Premium
What should i Do?

Look under "Non-security-related fixes that are included in this security update
General distribution release (GDR) fixes"  
If you click on http://support.microsoft.com/kb/931324/  ,for example, things start getting murky.  It is implied the fix is already in the Update.  But as you have seen a fix is offered in the Update page. And there is a hint that the problem could be caused if you have not updated to Vista SP1.
