TFS fail after hardware upgrade

After a successful hardware upgrade on a TFS2008 server, TFS will not work.  First, by successful Im saying everything ELSE works well.  Just TFS is not working.

I get errors like

I think the problem is AD synchronization.  I have checked with the TFSAdmin util, and all the IS SIDs report OK.  The services (SQL included) start fine.  I have looked through everything I can think of, but getting nowhere.

The server has been down now for 2+ days, and it cant be down much longer before I go back to the old hardware, and restore.  Any help would be greatley welcome.

It was file rights to c:\windows\temp

DAM
Cant seem to close Q

I will leave it, the question to be PAQ for reference, but will not acept any answers.
