"Publish" site to search engines

What steps need to be taken to make sure a newly developed website is "picked up" by search engines such as Google or Yahoo?

Do I need to add certain meta tags to my home page?   Do I need to download software to publish my site?    Either way, I'd like to ensure that if "right" keywords are entered into e.g. Google, my site would be listed within the first 3 results pages.
