Do I have to configure the windows NLB before I install the Exchange 2007 CAS.?

I want have 2 CAS.HUB Servers with NLB for my 2 node CCR Exchange 2007 Mailbox Servers.
Do I have to configure the windows NLB before I install the Exchange 2007 CAS.?

Wait wait wait.

Are they 2 CAs/HUb/Mailbox servers?
 or 2 CAS/hub and 2 Mailbox servers?

In any case, you should be able to install NLB before or after, though I would do it after. I would still point to hubs / mailboxes by real ip, and for your OWA have it point to the NLB virtual IP.  The hub servers will automatically load balance I believe without the need for you to use NLB.

I currently have 2 mailbox role cluster servers and 1 CAS/HUB Server. I want to add a second CAS/HUB server at a COLO for redundancy.

Do I need NLB ,can the CAS/HUB server load balance and failover ?

You will need NLB for the CAS portion, but the HUB's will load balance automatically
