Visio diagram for connecting multiple sites on page

I am responding to a rather extensive RFP.  This company has  locations in Europe/Asia/China/Australia/aftrica/south america and North America.  Each site has to have its own CE device connecting into the PE device.  Some of the sites will need to be dual homed.  Make sence so far?   My questions is how do I put all iof this data on one page?  I have 75 sites conencting into multip pops (MPLS) but have yet to find anything that can assisit me in getting my diagram started.  I actually need the template started.  Here is something I found on the internet which I wantesd to use but have had so many problems trying to figure out how to start a visio document in this format?  The data is not real.  It was posted on the internet

I'm not a fan of crowding that much information on one page, it makes it unreadable.
I would break it up in a manner that makes sense: geographically, by ISP, by corporate division, etc.

As far as a template...
I have some diagrams, but there is too much proprietary info on them to post
Besides, this site will not allow you to upload .vsd files.
