How to setup Second Site Hosing for backup if primary site is down
How do I setup a backup web host where if the primary webhost is down people get redirected to the backup website host?

My situation would be two different locations with two IPs. What records would I need to change? A record? How does it know to forward if one site can not be reached?

Network redundance or Server redundance ?
Ir you wnat network redundance, you can have only one location, with 2 o 3 networks connections with diferent providers and use routers with BGP support
If you have two diferent locations, with diferents IPs, you can set the TTL in DNs to 1 hour, so you can change the IPs in case of network fail to another site

I wan't people to be able to access my site even if one server at one of the locations goes down. Idealy if one server went down then people would be redirected to the other server at the other location.
I would like this to be automated if possible.

You can do it with two web servers in a cluster, but this solution only applies when the server fails, but no if the network connection is down
another could be two servers, in diferents locations, and DNS with the two IPs, but you have to syncronice databases, equal logs, etc
