0xc0000022 Application Failed to Initialize Properly
We have a number of customers who are experiencing an issue where they cannot launch nearly about anything. When they do they get a 0xc0000022 error message that says "Application Failed to Initialize Properly".
What are the similarities? Not much of anything. Not all users have this in the same office. We've tried CACLS on *.DLL and *.OCX. We've tried SFC and even system repair. Same issue.
Any help greatly appreciated.

If you can open Dependency Walker, (http://www.dependencywalker.com/) open a .exe that doesn't work with it and see what's wrong.

The problem is with the antivirus,
Antivirus Blocks System File Checker (SFC) as a malware, and gives you the option to Authorize it,
