windows vista/ entering credentials for Run as

In windows vista when i right click on say IE the shortcut menue appear with "Run as Administrator" !! i want to run as any user that i specify so how can i do that

Well i,ll use my solitaire as an example.Right click shortcut then properties,click security tab.Under groups or users names pick the one you want to add then click edit highlight the name again then click edit and check each box.Another way is to click advanced tab on security tab highlight the name then click effective permissions and choose full control
