Why would you need one?
if you have not got the Group Policy Management Console, I would advise you to install that http://www.microsoft.com/downloads/details.aspx?FamilyId=0A6D4C24-8CBD-4B35-9272-DD3CBFC81887&displaylang=en

The firewall you can manage with existing policies, to manage power settings use EZ GPO http://www.energystar.gov/index.cfm?c=power_mgt.pr_power_mgt_ez_gpo

Yes, we do know that Microsoft Group policy editor will do most. But I am looking some tool with the some predefined templates of group policies which a better GUI and explanation I could apply in my environment
