How to release programs from UAC "Blocked Startup Programs" ?

Certain programs (Matrox Power Desk for Dualhead2go video extender) are being put into the Blocked Startup Programs in Windwos Defender.

How do I approve this program?

neither one of those actually addresses the problem. IN fact, i have been to the first link, and i find it useless.

I want my program to run at start-up without being blocked. I dont want vista to tell me what programs should be blocked, i want to make that choice.

i also dont want to have to do this:

You may use the Startup Unblocker tool to automate scheduled task creation (for the blocked startup program).

Fix for Windows has blocked some startup programs error in Windows Vista:

Try enabling the "elevate without prompting" Security Policy. Open secpol.msc (use the run command)
 
Open the security options from the local policies
Select User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode.
Select Elevate without prompting.

Note that this lowers the system security.
