Acrobat error when installing, uninstalling, repairing (1306)

When trying to install, uninstall, or repair Acrobat I am getting an error 1306, "cannot create temporary file."  I'm not having much luck trying to resolve this error.  Account that it is being installed under is an admin of the machine.  I tried running fix_1406acl.exe.  I can't uninstall it so I can't reinstall it.  When the program is launched it tries to do a repair without anhy success.  I'm not seeing much on Adobe's site regarding this error except for some vague references to changing permissions on some registry files, but it is unclear *what* registry files need the permissions changed.  Has anyone had any success in resolving this problem without having to do a reformat/re-install of everything?  Thanks in advance for any insight you can provide.

Hi

something is skewed with your install, automatic repair will not work on a corrupt install, only option is a manual remove.

Then reinstall with admin rights and update to 7.1.
