How can i set up two tunnels between same source and destination networks but over different paths?

I have an existing, working IPSec VPN tunnel between LAN1 and LAN2 over the internet; both sides have cisco PIX firewall. Now i am getting a new internet connection at location2. The second internet connection will terminate on a new router. So now i want to establish a VPN tunnel between PIX at location1 and new-router at location2. The traffic between two locations should go over the new tunnel as priority 1 and only when the new internet connection is down at location2, then the old VPN tunnel should come into use. the users at location2 should use old internet connection for their regular internet use. Is this possible? If yes, can you give me clue how?
