What is the perfts.dll file? We recvd error message

The configuration information of the performance library "C:\WINDOWS\system32\perfts.dll" for the "TermService" service does not match the trusted performance library information stored in the registry. The functions in this library will not be treated as trusted.

I had the same problem!

Try this:
unlodctr/t termservice
lodctr/t tslabels.ini

I'm having this issue also.
I can't find tslabels.ini anywhere on my servers.

You need to determined which .ini file is in use from the Library Value Name at the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\"servicename"\Performance key\"PerfIniFile value" .
in my case is tslabels.ini

I was able to run the unlodctr  and lodctr comands without using the ini file and all is fixed.
My citrix server is now reporting its load factor.

It seems that we have more problems with just the issue. We have not tried these therefore I cannot tell you if it works. I will accept two solutions.
