does archiving count against mailbox size

here's the situation, i have a few users that have 50,000 + emails, etc... for example, i archived a users emails of the past 4 years to his network folder. everything works fine, click FILE, OPEN ARCHIVE, i can read his emails. however, his mailbox size is still 150,000 KB. my question, does his archive folder count against his mailbox? how can i get his mailbox size down to the range of 60,000KB without archiving to dvd, then deleting.
 we have a program called archive to go which allows us to burn the archive directory to cd/dvd. it also has its own built in viewer to view emails and attachment from cd/dvd.
