how to fix IIS Unexpected error 0x8ffe2740???

we have a windows server that has an FTP site on it and the site is stopped and when i go to start it i get the error below

Unexpected error 0x8ffe2740 occurred

how do i fix this???

Does it work if you restart the server?

The error message message indicates that there is a port conflict. Some other application is listening on the same port or IIS might not have been stopped properly.
If you run
netstat -abnp tcp
you will get a list of all ports and which application is using them.
Look for a line that looks like
TCP 0.0.0.0:21 0.0.0.0:0 LISTENING xxx
or
TCP 127.0.0.1:21 0.0.0.0:0 LISTENING xxx
or
TCP [your ip]:21 0.0.0.0:0 LISTENING xxx

and note the application stated below.

yes if i restart the server it works again.  i did notice that in IIS we have 5 sites and 4 of the web sites are using port 80.  is this a problem??  we only have 1 ftp site and it uses port 21.  i did not build ths server but since the person who did build it is no longer with us i have had to take it over.

Web sites (within the same web server) using the same port is not an issue as they can share IP and port but have different host header names.

The problem could have been that IIS wasn't shut down properly and still had the port open.
Did you get any output from netstat?

yes netstat showed me that one person had 11 different connections open and locked the site.  i rebooted it and resolved it.
