By "compress" do you mean the number of bytes or the number of pixels?

Are you looking for an application that does this, or source code?

The bytes by which images can be compressed is highly image-dependent. I believe WPF allows you to specify a Quality for JPEG images, this will reduce the number of bytes required.

You may be able to do better if you have special information about the images (line drawings, can eliminate colors, etc.)

Thanks for the points, but that answer did not deserve an "A".
