User Start Menu Customisation

I am running citrix PS4 on Windows 2003 Server. We have a farm of 16 servers. Users have restricted access to do any admin on their published desktops. When they press the start button the menu fades in. How can I set it so all users do not have a fade in menu. Are their any registry setting I can change or group policy settings?
