Exchange System Attendant starts and then stops a few seconds later with Event ID 1000 error.

I have Exchange 2003 running on server. First noticed this error when I tried to add a new user and no mailbox was created for it. Deduced that this was because the System Attendant does not stay started. When I start the System Attendant, it stops after a few seconds later.
The error I get in the Event log is as follows:
The description for Event ID ( 1000 ) in Source ( Microsoft Exchange Server ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. Does anyone have any ideas? I have tried looking for any third party fax settings in the recipient policy which has been known to cause this problem but it did not help.
Is there a way to get a more meaningful error for the System Attendant?
