crystal report print control permission problem

I have a problem installing the Crystal Reports Print Control on clients where the user is not an administrator.  When the user navigates to a web page with an imbedded crystal report and clicks the print button, if they are an administrator they get prompted to install the print control and once intalled the printer dialog appears.  For some users, who are not administrators, they get prompted to install the software but when they click install nothing installs and they are left with a white box with a red x in the corner.

Does anyone know how to overcome this problem.

Crystal has no solution to this issue.  It is strictly a permissions issue so that either the typical user must be given permission to install or the install routine must be run as an admin.

I knew it should work as the same users do not have the same problem when accessing another web server.  The problem seemed to be on the web server where crystal is installed so I uninstalled crystal, then reinstalled it and applied the latest service pack (sp 6) and it seems to have cured the problem.
