.pkg file is not associated with mac installer in os 10.4

I have a mac (10.4.11) on which .pkg files are not associated with the mac os installer application.  So if you click a .pkg file it cannot run automatically.

I have tried to set a new association in the "info" window for the .pkg file.  I can browse but I cannot find any installer application.

This is automatically set in other machines I have seen.

So I need to know how to set this file association.

A .pkg file should install with the Apple Installer. You should be able to just double click the file and it will open up the Installer but if you need to Open With, then select the app called Installer which is located in your Utilities folder. (Utilities folder is in the Applications folder).

if you cannot find it, spotlight would be he best way to try and find it.
if you still cannot find it, you will have to install it from Mac CD.
