Cumulative security update for internet explorer 7 keeps failing.

Whenever I try to install the cumulative security update for internet explorer 7 it fails.  I tried downloading the seperate installer off of Microsoft's page and installing it, but it resulted in an error that said "Files from package are incompatible with files on your system."  The machine is a dell optiplex 270 that has windows XP with sp3 on it.  I initially had problems with the continual reboot after installing sp3, but that went away after a reinstall.  Any ideas on how to fix this problem... other than reinstalling XP would be greatly appreciated!!

SUNYESF--Which "cumulative security update for IE"?  (KB or MS-08 number)
Are you sure it is not something you have already installed?
What happens if you go to Windows (or Microsoft) Update?  Are you offered this Update?  Can you install it or other updates from there?
Have a look here

Its KB947864 and it hasnt been downloaded already.  When I go to microsoft updates it offers it as an update and it automatically downloads even though I tried to custom install and told it not to install the update.  Other updates installed successfully. Tried both fixes on that microsoft forum and neither worked.

SUNYESF--Have you seen this?  KB947864  has been updated already.  http://support.microsoft.com/kb/947864
Did you run the brief procedure in http://support.microsoft.com/kb/943144  ?
If you do not mind, please go to
C:\Windows  and
Control Panel|Add/Remove|
and look through the lists for KB947864 .  If you find it uninstall it.  You can also look for the KB through Search.  If you find it and delete it, try to reinstall.
Also open C:\Windows|Winupdate.log .  Look for the date of the most recent failure and see what is said, including error code (s).

I ran through both procedures in the microsoft document.  In add/remove programs, KB947864 does not appear and neither does the hotfix.  Here is the section in the windows update log:

I see no mention of KB947864 in your Winupdate.log.  Can you find references to  KB947864  in the log and report them here.?
Have you tried installing that Update from here

SUNYESF--Did you see the offer in http://support.microsoft.com/kb/947864
"How to obtain help and support for this security update
For home users, no-charge support is available by calling 1-866-PCSAFETY in the United States and Canada "

Yes I had tried installing that update from microsoft and it still failed which gave me the error message.  I didn't see that offer for help so I will try that and then get back to you.

called the microsoft help line and talked on the phone for 2 hours.  They cleaned the caches and tried to tweak with some other things but still did not resolve the issue.  I have to call the internet explorer 7 help line specifically to get it fixed.  Will do that today and update.

SUNYESF--I look forward to hearing what you learn.
Did you look at http://support.microsoft.com/kb/943144 ?
When I said that I did not see anything about KB947864 in the Winupdate.log, I should have been clearer that the log is very long and that you might find a reference higher or lower on the page.  It is a Notepad page so you can use Edit|Find to look for KB947864.  Unless there is a reference in the log to KB947864 it is difficult to determine a fix.  In fact lack of a reference implies Windows sees no problem.

I dont know why I didnt try it in the first place, but I reinstalled internet explorer 7 on top of itself and it fixed the problem.  I was debating whether or not I wanted to call microsoft because it took forever and was painful on Friday and suddenly I thought... I'll just reinstall IE7.  No problems at all downloading the updates.
