My Dad's computer only has PCI slots (not PCIE),  I had to install a PCI Graphics card.  He can not play Delta Force Xtreme which requires AGP.  I was wondering if there is anything that I could do to resolve the issue by some sort of software or some sort of card that would be reasonably priced.?

You won't get this running on a Dell Dimension 2350 for DFX you are going to need AGP or PCI-E :(
There is no software emulation that can handle what you need because the bottleneck in data trasfer is the BUS for the card.  You can get hardware converters for AGP sockets that allow for PCI-E  but not PCI slots.
