Here are instructions on how to configure Forms Based Authentication:

It's best practice to use Forms based authentication.  Not only does it look pretty, but if you purchase / install an SSL certificate, the communication with the login page to the server is secured. :)

The instructions above are for exchange 2007. I have exchange 2003 SP2.
