Here are the upgrade paths:

Yes it looks like you should be able to upgrade from 2000 server to 03 Enterprise.  Citrix and similar programs should operate fine, but of course if you have any problems just reinstall or repair install.  I don't think you'll have any problems though.

Good luck!

Citrix does not recommend or support an OS upgrade on a server running Citrix Presentation Server/XenApp.  You can, and I have done, an in-place upgrade from 2000 Std to 2000 Ent and 2003 Std to 2003 Ent.  What is not supported is going from 2000 any edition to 2003 any edition.  Citrix recommends you do a clean install of the server to upgrade the OS.

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.
