What is Starfield and offsync.exe

I have been unable to get a straight answer on what is "Starfield" and the associated .exe file "offsync.exe"?  If it is unnecessary I would like to purge this directory.

Do you use GoDaddy for domain registration or web hosting?

Starfield Technologies is an offshoot/child company that handles SSL certificates.  Did you install something of theirs?
