Need script to create folders and set permissions based on text file

Looking for a VB script that will create directories based on a text file (Which is list of AD Accounts) all in one location.

The script needs to give the AD Account (from the text file) modify rights to the folder created and group "Domain Administrators" Full Permissions to EVERY folder.

could you type the link.  I tried taking the spaces out but still got a "Sorry, the page you requested could not be found."

You know What, I had seen that article before.  The problem is that article only talks about the script (Overview).  I re-read the article and the script is in the following months article http://searchwincomputing.techtarget.com/news/article/0,289142,sid68_gci1190497,00.html
