Blue screen only during Safe Mode load

What would cause a blue screen ONLY during Safe Mode loading? I can boot windows normal.
I receive Stop:0x0000000a
IRQL NOT LESS OR EQUAL
Address 80464119 base at 80400000
Date Stamp 45ec3c8f - ntoskrnl.exe
I have not installed any new hardware.
I was only "cleaning" up software. But used remove programs through control panel.
Very curious
