We have an NT 4.0 PDC and BDC.  Exchange 5.5 is installed on the BDC.  Is there a way to prevent Domain Administrators from being able to access all the mailboxes.

this is the default behaviour in exchange 5.5
you might want to check the permissions at the private information store level for the domain administrators and then make the relevant changes.
