Fn keys Not Working

I have a Sony VGN-tx650p laptop.  I cannot get the Fn keys to work.  I tried (Control Panel/System/Device Manager) to delete the keyboard drivers and then re-booted.  they did not respond.  I also noticed that my AV Mode buttons are not responding.  How to I resolve these problems?

"Click the Start button, then click Run .
In the Run window type MSCONFIG .
Press the ENTER key.
Click the Startup tab.
Ensure that there is a check in the HKserv.exe checkbox.
Click the Services tab.
Ensure that there is a check in the VAIO Event Services Manager checkbox.
If either are not present, reinstall the HotKey application from the Application Recovery CD."
