Gateway GT5034 no video on boot

Plug computer in and turns on by itself, no video and the fan spins fast.
Motherboard = Foxconn C51GU01
Tested Power Supply, tersted good also swapped out with known good ps.
Insert PCI Diag Card and get code, 20 then 4C
Inserted new pci express video card and no display same error odes on Diag card.
My guess is bad board, however the POST Diag codes = Reserved, what does this mean?

i always test such problems with the minimum setup :
  minimum setup
motherboard + cpu + 1 ram stick, video card, power supply
on boot, do you have a display?
if NO it is one of the connected, swap ram, Power supply, video card - leaving only motherboard and cpu
if Yes, add devices till the problem shows

you can also check the motherboard for bad capacitors as shown here :   www.badcaps.net

Board foud to be bad, replaced with re-furb.
