RRAS locks up certain services when starting

Problem: WHen starting the RRAS server, it locks up VPN, RDP, Logmein services, however some services such as smtp, pop3 are still available.

Setup:
I have RRAS setup for VPN.
2 NICS
Windows 2000 SP4

What I have done to try to fix issue:
I have 2 nics in the box, but i have tried this with just 1 nic and it happens with just 1 as well.
I have tried various static ip address assignments to each nic. no matter what i do it still locks up when starting RRAS

I cant think of what would caose those ports to crash, I'm working on this server remotely so I'm kinda limited to what I can do.

Any chance you are enabling NAT when you configure the VPN? It can block some LAN services when doing so. Perhaps review the following configuration outline:

no nats not enabled, its a very basic vpn setup.
im using 1 nic
static address pool

start the RRAS service and it will start, but it locks up port 3389, 1723 and more. Stop the service and those ports respond again. Theres nothing in the event log

Problem with something corrupt on the server. We reinstalled Windows Server 2000 and that re-setup RRAS and that fixed the problem.
