Can not access localhost webpage after installing IIS ?

Hi!
I can`t get IIS server to work .. http://localhost/testpage/index.html

I can ping the http://localhost, but when I enter the adress in my browser i get
The website cannot display the page

I have checked that the IIS Service is running.

I know that there is a IIS spesific user installed when I install IIS. Anyway to check/confirm that this one is
actually working/ have the right access.

How can I add / modify the IIS user?

Do you get any error codes?

Is the default website running will all unassigned ips and port 80?
