How do I display MySQL data
I need to show a picture of a map and when the user rolls over a state (there are only 4 states) the state is highlighted and a small piece of text appears with the number of representatives in that state. I need suggestions on the best way to do it. Flash, Flex, HTML and CSS, Php or may be something else. I am looking for the fastest download - it is very small piece.

I know it can be done with image maps, CSS hovers and MySQL but the image for the backgrounds (using one and moving it around with CSS) is 32KB - since our target audience will have dial up (most likely) I would prefer that it was smaller.

If you are really concerned about space, you can take one of your images and make the hover a two-color gif (one color, one transparent). Those tend to be very small filesizes. You will have to make one for each map hover, though.
