Maximum Message Size in Exchange 2007

Where do I find the setting for Maximum message size in Exchange 2007? We had an email with a 10mb attachment rejected by the Exchange server with the following explaination:

host mail.jcsteele.com[66.147.16.98] said: 552
    5.3.4 Message size exceeds fixed maximum message size (in reply to MAIL
    FROM command)

I have three different Exchange 2007 books and none of them address this issue. The Microsoft tech site was no help either.

In order to set the limits at the Org level
use the Exchange Management Shell CMDLet GET-TRANSPORTCONFIG.
then to change the maximum message size for Receive messages

Run
Set-Transportconfig maxreceivesize
 and to allow to set a maximum message size for messages sent to users outside the Exchange organization then run

Set-Transportconfig maxsendsize

this should help you in achieving the required results.

as you can see it is set to 20mb for send and receive but it still rejects the email.
