What is the best way to give guests (a prospective employee or a vendor) access to a PC in our office so that they can get on the internet or do a personality test, but now have any access to the company shares, email, etc.?

GPO under a new OU, perhaps with blocking inheritance on and locking down what you require with additional policies.
