Mysql Process shows large number of locked processes

Hi i'm running mysql on an apache server but recently i've begun to get a constant too many connections error when attempting to connect to the DB, i've also attempted to restart the sql server but the locked processes seem to keep returning, any idea what the cause of the problem is and how i can repair it ?

are you using persistent connections?

this is a common issue when you do.
