C# VS2008 Windows app installation - cannot have installed and run as online only?

I am making a small application available via a website as an installation or an online only (optional to user). However if I chose to install the appliaction and then go back and try and run it as onlin eonly it errors with:

"annot make this application an online application because the previous version is installed. To install this application uninstall the previous version, or mark this application as installed."

What does it mean by "or mark this application as installed."?
