Need correct command line syntax for launching Excel and automatically open an xls file

The works on my Citrix Presentation Server 4.0 (W2k3) when I paste it into a Start, Run prompt:

excel.exe "S:\CR 716XXX 2008 06 24 TEMPLATE.xls"

But I get nothing when I click on the Citrix application icon from a client.   In the Citrix "Application Location" configuration, I have the above line in the "Command Line".  Citrix Help doc is not much help on syntax.

I just tested this in my lab.  This is what I entered to start Excel and open an Excel file called test.xls located in the root of the C drive:

Command Line:

"c:\program Files\Microsoft Office\OFFICE11\EXCEL.EXE" "c:\test.xls"

Working Directory:

c:\program Files\Microsoft Office\OFFICE11

I was able to successfully open the file test.xls from the Web Interface and PNAgent.
