Creating SSIS package returns "Library not registered" error

When I try to create an SSIS package to extract data from and SQL view into Excel I get the attached error.

I would start with a process of elimination, first stop and start the agents before you go any further, then all SQL related services etc.

I would also consider downloading the latest service packs
