One of the user unable to send email to one specific e mail address

Dear Support,

We have SBS server, with built in exchange,one of the user is unable to send email to one of the recepient, when he tries to send the email he gets the below mentioned error.
You do not have permission to send to this recipient.  For assistance, contact your system administrator.
MSEXCH:MSExchangeIS:/DC=com/DC=wexenthaller/DC=HQ:HQ-SBS\
Any suggestion ? thank you in advance

There are many different possibilities for this error. Take a look at the article in that link which shows some "checklist" items of sorts to help troubleshoot.
