Error installing Tomcat on Ubuntu

Hi, I have a trouble with tomcat and ubuntu.
I have Tomcat 6 and Ubuntu 7.
I Using
CATALINA_BASE:   /usr/local/tomcat6/

CATALINA_HOME:   /usr/local/tomcat6/

CATALINA_TMPDIR: /usr/local/tomcat6//temp

JRE_HOME:       /usr/lib/jvm/java-6-sun-1.6.0.03
JAVA_HOME=/usr/lib/jvm/java-6-sun-1.6.0.03/

when I run Tomcat this error appears

Exception in thread "main" java.lang.NoClassDefFoundError: org/apache/catalina/startup/Bootstrap.

Which's the mistake?
