How to deploy automatically to all users settings to internet explorer web proxy

I wanted to use the the ISA server reporting and logging where I would be able to see the websites that my users are going to.  How can I deploy automatically the settings to the Proxy Server to use the following info:
Address: myserver.domain.local  Port:8080.

And how can I lock it so that users cannot change these settings

The ISA Proxy Client is configured automatically in an SBS environment.
