I wanted to use the the ISA server reporting and logging where I would be able to see the websites that my users are going to.  How can I deploy automatically the settings to the Proxy Server to use the following info:
Address: myserver.domain.local  Port:8080.

And how can I lock it so that users cannot change these settings

The ISA Proxy Client is configured automatically in an SBS environment.

You'll find installation instructions here:
http://download.microsoft.com/download/4/0/8/40860507-c351-4308-a876-e1b83ee4e77a/isainstallsteps.htm
(as well as on the Premium Technologies installation disk)
