Either one, whichever is quicker.  I want all or even certain users to have a public folder when they open up their folders tree.

There is nothing built into Notes that will accomplish this.

The only solution I can come up with is to create a separate, shared email file to hold the messages, then add code to your org's email template that allows users to add messages to the shared email file.  The solution is not simple and will require a bit of LotusScript code to get working.
