Unable to get Blogger to publish a blog to a Windows Plesk server

I created an account on Blogger.  I created a sub domain for blog.<domainname>.com.  I can access the ftp folder using Internet Explorer but when I try to publish the blog from Blogger.com the errors appear as shown in the attached screenshot.  I would be grateful for any advise.  Thank you.

I'm publishing to my own Plesk server running Plesk for Windows 8.1.1.

when you login via FTP, can you check there is a folder named blog and it has 777 permission

No I cannot see the permissions on that folder, also can you tell me how to do that through the command prompt?

do you have logins, then you can do the permission via some FTP software like cuteftp, filezilla

I do have login. Ok, I will try CuteFTP

I used CuteFTP but it also doesnot have the permissions option.
