SBS usernv error in event viewer can you help??

The error that i keep getting tells me that the system can not access the container in which the gpo.ini resides but when i browse to the container i can access it and i tis there. Can you help??
Windows cannot access the file gpt.ini for GPO cn={9C18C837-F580-454C-BA1D-5D84E44B9AE3},cn=policies,cn=system,DC=xxx,DC=local. The file must be present at the location <\\xxx.local\SysVol\xxx.local\Policies\{9C18C837-F580-454C-BA1D-5D84E44B9AE3}\gpt.ini>. (Configuration information could not be read from the domain controller, either because the machine is unavailable, or access has been denied. ). Group Policy processing aborted.
