Start Menu Search and Run Shortcuts Not Working

Hello Experts, I have one user having issues with the Search, Run and Help shortcuts on the Start Menu that are not working. When you click on one of these a Shortcut dialog box opens that says:

"Windows cannot create a shortcut here. Do you want the shortcut to be place on the desktop instead?"

This happens on all three of these items on the menu. I can run Search from inside a Windows Explorer window so it does work. It just won't open from the Start Menu. I've looked for a reset or defaults property but don't seem to find anything like that

Hey Lee, So sorry. I was on vacation last week and got side tracked this week. Just ran the KB908531 update on this user's workstation and that fixed the issue. It also fixed an issue with the Links toolbar in IE. Clicking on one of the links on that toolbar resulted in a print dialog box and not the website associated with the link. That now works too! Thanks for the help!
