Internet Explorer 7 could not be installed

Internet Explorer will not install.
It runs through validation, update, install and then I get the following error:

Internet Explorer 7 could not be installed. You must restart your system to confirm that any changes to your system are undone.
After you restart, follow the "Internet Explorer Troubleshooting" shortcut on your desktop to get more information.

I have tried ging through the steps in http://support.microsoft.com/kb/917925 but nothing helps.

Are there any other solutions?

have you tried uninstalling IE 6 first and then trying to install

Removed XP SP3 and then IE7 was installed. Then reinstalled SP3
