Radeon HD 4850 backwards compatible with XP?

The Visiontek Radeon HD 4850 Video Card - 512MB GDDR3, PCI Express 2.0, CrossFireX Ready, (Dual Link) Dual DVI, HDTV, HDMI Support, VGA Support. It is directx 10.1 compliant.
So, if I install this on Windows XP, with DirectX 9.0... will it perform poorly because it is expecting 10.1?
Or should I just shell out the money and get Windows Vista?

But I am asking specifically about the performance of a video card designed for DX 10, when it is being used in Windows XP on DX 9. I know there's been a lot of changes between the two and I'm wondering if newer video cards will be crippled or running in some kind of "compatibility" mode when they do not run on Vista w/ DX10.
