How to remove DC role from 2nd DC when primary is unavailable?

On my network I used to have two domain controllers.  The primary died, and I want to remove the role of DC from the remaining domain controller.

When I try to do so I receive an error stating that the operation cannot be done because it cannot connect to the other (DEAD) domain controller.

Is there a work-around for this?
